AB 118 will create a number of programs designed to promote alternative transportation and improved air quality. It was passed by the legislature and sent to the Governor's desk for his approval. Specifically, the bill would create the Alternative and Renewable Fuel and Vehicle Technology Program and Fund to allocate funding to public agencies, businesses, consumers, academic institutions, and any other entity or person that is developing innovative technologies which provide alternatives to California's current fuel and vehicle types. An Air Quality Improvement Program and Fund would also be created to provide funding for air quality improvement projects relating to fuel and vehicle technologies. In addition, the bill would create an Enhanced Fleet Modernization Program which would compensate vehicle owners that replace high polluting vehicles. These programs will also receive funding from increases in vehicle and boat registration fees, smog abatement fees, and special interest license plate fees. If passed, ultimately this bill will assist in establishing an array of research, development, and deployment programs necessary to implement the low carbon fuel standard.
